Latest News: Recently, 17 departments and units including the Ministry of Ecology and Environment jointly issued the “Action Plan for Deepening the Protection and Restoration of the Yangtze River”, requiring all chemical parks in the Yangtze River Economic Belt to complete the certification work by the end of next year, and by 2025 At the end of the year, the pollution sources of the chemical industry along the Yangtze River will be effectively controlled and comprehensively treated, the cross-regional transfer of backward chemical production capacity is strictly prohibited, and the chemical enterprises within 1 km along the river in key areas will be promoted to relocate.

In terms of in-depth implementation of industrial pollution control, the Action Plan requires that by the end of 2023, all chemical parks in the Yangtze River Economic Belt have completed the identification work. By the end of 2025, the efficiency of sewage collection and treatment in the industrial parks at the provincial level and above in the Yangtze River Economic Belt will be significantly improved, the pollution sources of the chemical industry along the Yangtze River will be effectively controlled and comprehensively treated, and the total discharge of major pollutants will continue to decline. my country will carry out a special campaign to rectify water pollution in industrial parks, in-depth investigation and rectification of old and damaged sewage pipe networks, mixed connection and misconnection, etc., to promote the improvement of sewage collection and treatment efficiency in parks. Promote the management of pollutant discharge permits for chemical industry enterprises, strengthen the supervision of chemical enterprises outside the park to ensure discharge standards, encourage qualified chemical parks to carry out pilot demonstrations of rainwater pollution control in the early stage, and implement the “one enterprise, one management” policy for chemical enterprises , open pipe transportation, real-time monitoring” to prevent environmental risks.

The “Action Plan” proposes to strengthen the prevention of environmental risks in the transportation of dangerous chemicals on water, and to crack down on illegal transportation of dangerous chemicals, oily sewage, chemical tank washing water and other illegal discharges. By the end of 2025, ship water pollutants will be discharged up to standard and disposed of in accordance with the law.

In terms of strengthening the comprehensive control of phosphorus pollution, the Action Plan requires that the investigation and rectification of the “three phosphorus” in the Yangtze River should be deepened, the supervision of key industries in key regions should be strengthened, the stable discharge of phosphate rock and phosphorus chemical enterprises should be promoted, and the comprehensive utilization of phosphogypsum should be strengthened. Relevant provinces have formulated total phosphorus pollution control plans. For provinces such as Hubei and Guizhou where phosphate rock and phosphate fertilizer production are concentrated, formulate more stringent total phosphorus emission control requirements, focusing on increasing the Three Gorges Reservoir area and its upstream, The main stream of the Yangtze River, the Hunan-Hubei section, the Tuojiang River, the Minjiang River, the Wujiang River, the Taihu Lake, and the Danjiangkou Reservoir, etc., have made efforts to control phosphorus pollution.

In terms of strengthening the control of plastic pollution, the Action Plan proposes to carry out special cleaning and rectification of floating plastic waste on the water surface, and strengthen the management of floating waste gathering areas such as the Three Gorges Dam. Strengthen the cleaning of plastic waste along the river bank. Strictly investigate the illegal dumping of plastic waste on shorelines.

The Action Plan requires steady progress in the prevention and control of groundwater pollution. Around the groundwater-based drinking water supply area, groundwater pollution sources and surrounding areas, conduct surveys and assessments of groundwater environmental conditions in an orderly manner. Carry out the delineation of key areas for groundwater pollution prevention and control, identify the key points of groundwater environmental risk management and control, and clarify environmental supervision requirements in combination with the overall layout of chemical parks in the basin.

The Action Plan emphasizes the strict implementation of the dual control system for total water consumption and intensity. Strengthen the red line management of total water consumption and intensity control, improve the total water consumption and water intensity control indicator system at the provincial, municipal and county levels, and implement the strictest assessment of the water resources management system. Strengthen the management of water quotas, implement national water-saving actions in depth, and promote the utilization of sewage resources. Increase the use of unconventional water sources in water-scarce areas.

In terms of adjusting and optimizing the layout of the industrial structure, the “Action Plan” emphasizes that it is strictly forbidden to transfer backward chemical production capacity across regions, and to promote the relocation of chemical enterprises within 1 km along the river in key areas in accordance with relevant national and local regulations. Accelerate the relocation and transformation of hazardous chemical production enterprises in densely populated urban areas, optimize the spatial layout of chemical parks, and guide relocated and transformed enterprises to enter chemical parks with general or lower safety risks. Implement the industry standard conditions for printing and dyeing, viscose fiber, recycled chemical fiber (polyester), lead storage battery, etc., and promote the green development and quality upgrading of enterprises along the river.

In 2018, the Action Plan for the Protection and Restoration of the Yangtze River was issued and implemented. After three years of hard work, the ecological environment of the Yangtze River has undergone a turning point, and the phased goals and tasks have been successfully completed. Although the environmental quality of the Yangtze River has improved significantly, there are still many debts in environmental infrastructure in some areas. At the same time, in some places, wetlands are shrinking, water ecosystems are out of balance, and cyanobacteria blooms in key lakes remain high. There is an urgent need for breakthroughs in water ecological protection and restoration. Overall, the situation facing the protection and restoration of the Yangtze River is still complex and the task is still arduous.

The “Action Plan” focuses on the four major tasks of continuously deepening the comprehensive management of the water environment, further promoting the restoration of the water ecosystem, focusing on improving the level of water resources security, and accelerating the formation of a green development management and control pattern, and proposes 28 specific tasks. The Action Plan clarifies that by the end of 2025, the overall water quality of the Yangtze River Basin will remain excellent, and the water quality of the main stream will remain Class II;
The harmless treatment rate of domestic waste in the counties of the Yangtze River Economic Belt has reached more than 97%, the black and odorous water bodies in the built-up areas of county-level cities have been basically eliminated, the utilization rate of chemical fertilizers and pesticides has been increased to over 43%, and the comprehensive utilization rate of livestock and poultry manure has been increased to over 80%. The recovery rate of agricultural film is over 85%.
